Can you guess who said this?

"The people of this country zeroing in on their two senators and representatives have got to get statutes enacted that make these constitutional provisions enforceable in courts of law by citizens. Right now citizens have no standing to sue. There is no enforceability. You're more likely to get penalized if you violate a traffic ordinance than if a politician violates the constitution."
I'm not a supporter of this candidate, but was surprised at the truth in this statement. Believe it or not, it was Mr. Corvair Killer (Ralph Nader) who said these words in a recent presidential candidate debate with Chuck Baldwin. His point is well taken. If there is no penalty for violating the constitution, when will things ever change?
